When we start taking measurements at the Power Supply Coupling Point (PAC), or rather, at the power input, we suspect problems related to the quality of the energy supplied. It is natural for many engineers, technicians, consultants and electrical experts to have some very coherent doubts, such as:

There are many questions! And our initial measurement problem addresses only part of it, module 8 of PRODIST. This article aims to gather basic and essential information for those who need to understand the distribution procedures, their modules, and where each of them is applied.

What is PRODIST?
PRODIST These are the procedures for distributing electrical energy in the National Electrical System. They standardize the technical activities related to the operation and performance of electrical energy distribution systems and are made up of 11 distinct modules, of which we provide a summary of each one and to whom it applies.
What does PRODIST regulate?
The current ANEEL Normative Resolution No. 1,000 of December 7, 2021 establishes the rules for the provision of public electricity distribution services, setting out the rights and duties of all entities somehow connected to the grid. PRODIST is a complement to this resolution, standardizing and regulating technical, service, and commercial procedures, with annual reviews since 2008.
PRODIST Modules
PRODIST 1
Module 1 : PRODIST Glossary of Technical Terms;
Module 1 of PRODIST presents the list of the main terms, acronyms and expressions contained in the PRODIST modules, with their respective definitions, facilitating and standardizing understanding.
Applied to all entities involved in PRODIST, including the agents subject to it, which vary between modules.
PRODIST 2
Module 2 : Distribution System Expansion Planning;
Module 2 of PRODIST establishes the guidelines for planning the expansion of the distribution system, supporting the definition of connection points for user facilities and defining the minimum information requirements (demand forecast and load characterization) necessary for distribution system planning studies and for the definition of specific regulations by ANEEL.

Applied to electricity distributors and not applicable to distribution licensees.
PRODIST 3
Module 3 : Connection to the Electric Power Distribution System;
Module 3 of PRODIST establishes detailed instructions and additional requirements on the regulation of connection, including distributed generation, to the electricity distribution system set out in the Rules for the Provision of the Public Electricity Distribution Service. It also provides details on the request for projects, connection budgets, and studies in specific situations.

In particular, section 3.1 of Prodist module 3 provides instructions regarding Distributed Generation, which is a current trend. To comply with PRODIST in terms of microgeneration, pay attention to the guidelines in this module. This module provides forms and modules for those seeking approval for on-grid systems.
Applicable to electricity distributors and users of the public electricity distribution service.
PRODIST 4
Module 4 : Distribution System Operating Procedures;
Module 4 of PRODIST establishes the operating procedures for distribution systems, guiding the formulation of operational plans and programs, including load forecasting, scheduling of interventions in facilities, load control in contingency or emergency situations, control of the quality of the electricity supply and operational coordination of systems.

It defines the operational relationship, in addition to ensuring voice and data communication between the operating centers of distributors, transmitters, distributed generation dispatch centers and other operating units at user facilities.
It defines the procedures and responsibilities of distributors, transmission agents holding DIT and users for carrying out tests on installations during commissioning activities, acceptance of installations and assessment of the quality of service at the connection point.
Module 4 of PRODIST is applied to distributors, generating plants connected to the distribution system or to Other Transmission Installations (DIT); transmission companies holding DIT, provided they are outside the National Interconnected System (SIN), consumers with installations connected in medium or high voltage to the distribution systems or to DIT, distributed generation dispatch centers, energy importers; and energy exporters.
PRODIST 5
Module 5: Measurement Systems and Reading Procedures;
Module 5 of PRODIST establishes the minimum requirements for measurement systems (including installation, operation and maintenance), employed in the distribution system (or accessors), used for: billing (including users who account for energy in the CCEE), calculation of electricity quality parameters, and data collection, for the purpose of surveying distribution system loads, demand forecast studies, load curves and calculation of technical losses.
Module 5 of PRODIST is applied to electricity distributors, users who access the facilities of distributors, namely: consumers, and distributors who access the facilities of another distributor, generating plants classified in the Type III operating mode, as defined in the Network Procedures, and importers or exporters of electricity. National Electric System Operator (ONS), and Electric Energy Trading Chamber (CCEE).

PRODIST 6
Module 6: Required Information and Obligations;
Module 6 of PRODIST establishes the obligations related to information flows for ANEEL, aiming to meet the procedures, criteria and requirements of the PRODIST technical modules and the regulations that define the rules for providing the public distribution service.
Applied to the Electric Energy Commercialization Chamber (CCEE), distributors, and transmitters.

PRODIST 7
Módulo 7: Cálculo de Perdas na Distribuição;
O módulo 7 do PRODIST define os procedimentos para a obtenção dos dados necessários para o cálculo das perdas dos sistemas de distribuição. Aborda os parâmetros regulatórios, metodologia (período, cálculo, equipamentos, e caracterização da carga para aplicação do método de fluxo de potência), procedimentos para a apuração das perdas, quando possível, e indicadores para a avaliação das perdas na distribuição de energia elétrica.

Applied to distributors, in accordance with specific regulations related to tariff review, and the Electric Energy Trading Chamber – CCEE, with regard to the calculation of energy losses in Other Transmission Installations.
PRODIST 8
Module 8: Quality of Electricity Supply;

Module 8 of PRODIST establishes the procedures relating to the quality of the supply of electrical energy in distribution, with a view to:
Product quality: defines the terminology, characterizes the phenomena, establishes the indicators and limits or reference values, in addition to defining the measurement methodology and the management of complaints regarding voltage compliance in permanent and transient conditions;

Quality of service: relating to the continuity of the supply of electrical energy, establishing definitions, limits, methodology for determining continuity indicators and emergency response, defining standards and responsibilities.
Commercial quality: Telephone service, handling and investigation of complaints, various demands, compliance with deadlines, and methodology for establishing the limits of the FER (Equivalent Frequency of Complaint) indicator. The distributor must make available, whenever requested, information on the quality of the service provided to the user, which is maintained by the Distributor in accordance with the provisions of this Module.
It also provides for procedures for investigating and forwarding information relating to occupational safety (accidents) and facilities, and carrying out compensation and sending monitoring reports to ANEEL.
Module 8 of PRODIST is applied to consumers; generating plants (including isolated microsystems and individual systems with intermittent sources); distributors; importing or exporting agents of electrical energy; transmission companies holding Other Transmission Facilities; and the National Electric System Operator – ONS.
PRODIST 9
Module 9 : Compensation for Electrical Damage;
Module 9 of PRODIST establishes the procedures to be observed by the distributor when analyzing processes for compensation for electrical damages to Group B consumers. Covering:
The obligation to provide information about the right to compensation;
The provision of appropriate channels/means, without the need for travel, that enable the request and claim of rights;
The organization of the individualized process for each request.
Impartial aspects and methods of verification, assessing your liability for the damage claimed, regardless of intent or fault;
The formalization of responses for possible compensation.

Requests for moral, consequential or profit damages;
Cases subject to judicial decision;
Requests made by consumers in Group A.
PRODIST 10
Module 10: Regulatory Geographic Information System;
Module 10 of PRODIST establishes the sets of information (content) of the distributor, which make up the Distributor's Geographic Database – BDGD (structure and set of information), as well as the deadlines, the form of submission to ANEEL, and validation. It also defines the Regulatory Geographic Information System – SIG-R, as well as its forms of use and publication of information.
The content of the information and the determinations contained in this Module apply to electricity distributors.
PRODIST 11
Module 11: Electricity Bill and Supplementary Information.
Module 11 of PRODIST establishes the procedures observed in the issuance and presentation of electricity bills, detailing mandatory information for all users of the system, and supplementary billing information for specific situations, exemplifying what is established in the rules for the provision of the public electricity distribution service.
It defines relevant aspects regarding the presentation method, especially for Group B consumer invoices, the provision of supplementary information related to billing in channels other than energy invoices, the option for electronic invoices and the option for invoice summary when made available by the distributor.
Applicable to concessionaires and licensees of the public electricity distribution service.
